Visions of sharing responsibility for disaster resilience

This one-day workshop to be held at RMIT’s city campus on March 29th 2012 will examine the idea and practice of sharing responsibility for disaster resilience from a wide range of perspectives.

A principle of ‘Shared Responsibility’ has shaped emergency management thinking in Australia since the 1990s. It has recently gained significant policy traction following the Victorian 2009 Bushfires Royal Commission and the release of the National Strategy for Disaster Resilience. Yet it is not clear what this idea really means or what its implications are for policy and practice.

This workshop will address two important questions that need greater attention in order to advance ‘Shared Responsibility’ in practice:

  • First, what does the idea of ‘Shared Responsibility’ mean and where does it come from?

  • Second, what needs to be done to implement this idea and what could undermine it?

In the morning, a series of invited speakers representing a broad range of perspectives will reflect on these questions.  Then researchers  working in the Bushfire Cooperative Research Centre’s ‘Understanding Risk’ research program will present on emerging research in this area. In the afternoon, twopanels of discussants representing a wide cross-section of stakeholders will consider “top-down” (government-led) and “bottom-up” (community-led) contributions to sharing risk and responsibility. A final panel will reflect on opportunities and challenges for integrating these contributions.  An emphasis will be on discussion involving all participants.

The seminar is hosted by RMIT’s Centre for Risk and Community Safety (CRaCS) on behalf of the Bushfire CRC and the National Climate Change Adaptation Research Facility’s (NCCARF) Emergency Management network.

This is a free seminar and places are limited. If you would like to attend please contact Blythe McLennan (blythe.mclennan@rmit.edu.au) or John Handmer (john.handmer@rmit.edu.au) by 31st January 2012 to register your interest.  Please include a brief statement (1-2 sentences) of your interest in this area.
